Too harsh? I'm not sure. What say you?

I agree with you - the reason for all her bad choices was the after school program, so that is where you focus your discipline. You may want to tell her that you have shortened it to the rest of this week, however, because unless there is something that you are providing after school that is somehow better than what the after school program provides, you are taking away opportunities for her, and so you want to get a message across to her without really inhibiting her opportunities otherwise. Two weeks without the after school program will lead to her missing out on the group dynamics that are the real benefit to the program, and is not good for her over the long run. She will be numb and less invested in the program if you let her realize that life can be good without it (she will adapt and adjust and not be a sad about it after two weeks) and that will be counterproductive. The program will be something that she devalues as a protection device if she realizes that it is something that can be taken away so drastically.
